I have a D&A Phantom Triple State 10-tube that is blowing an Ohmite Z14 choke immediately upon key up with no audio. It's the choke closest to the back of the amp if that helps.
I am driving it with a SS 3900EGHP with less than 5 watts dead key.

Can anyone give me an idea of what might be happening?

Have the guy that's been in it in the past to go through it making a parts list and replace all the caps plus resistors and look for burns while he's at it. You could have a shorted or leaking capacitor or an open resistor or even a bad solder joint. Electronics will go bad over time, even if stored. Even with older CBs, say 15 yrs old, the caps are usually the first thing to replace when doing a refurbish.
