I did this about the same time, using Speak Freely(http://www.speakfreely.org)which works even on a 14.4 connection, and a Ramsey VOX kit, back in 1996, hooked to Midland 77-882/Antron99 running on ch 40. Users would simply go to the Speak Freely Active Sites page to find my IP or using the Speak Freely phonebook. Mostly, it was abused by certain individuals. It is a cool idea, and there are several amateur radio sites out there now with remote transceiver operation.
