Since I am considering the Magnum 257 for my next purchase, can anybody explain what this is used for? It says FM 29.600 mhz so I know it is only for HAM use, but I can not figure it out. Any info would be appreciated.

FM 29.600 mhz is the simplex FM calling frequency for 10 meters. Basically you call CQ, make a contact and move to a clear frequency.

Mr Fantastic is correct on 29.6 most people move to 29.480 to stay out of the way of repeater inputs ( 29.52 - 29.58) Also remember alot of remotebases are on 29.6 Im a 10 meter a-holic you can catch me on 29.6 everyday I have a stock of rpsy-485's im converting for ham uses very simular radio you will be happy with that magnum 257 to convert it for wider ahmm " recive" coverage cut one diode and reset prosseter it will go from 25.1 - 29.695 recive ahmm also you can install a 10.695 channelguard filter for am/fm if you wish i put 2 in series for lots of rejection. Like most of these radios keep it cool and use a decent power supply @ 13.0 volts. Nice set good move by copper to carry it.
