is this barjan coil antenna suppose to get hot ,and get hot real fast like 15 to 20 sec

Yes coils do get a bit warm. How long depends on how much power you are running thru them. If you are runnung a big amp it is possible to make the coil a bit warm. You see a coil acts like a resistor. It is called Inductive Reactance. Light bulbs are resistors of a sort. The resistance of the filament causes heat which causes the filiment to glow. IN FACT the old timers used to use light bulbs as dummy loads.

But your question brings forth a question. Why are you keying down for 20 seconds--that a pretty long sentence?
