You can try unsticking them, most cb meters have very small pivot screws. If you look on the back side of the meter they are usually covered by scotch tape. Get a set of jewlers screwdrivers and be careful.

monks right thoes old movements did tend to stick give it a try just as he said

I had the same problem and was able to get one meter working using this method and I had to replace the other. I don't know if they are still available but I found some meters that work. You just have to swap the scale and they go right in. Let me know if you don't get yours working and I will track them down for you.
