That is a Wullenweber (spelling?) array. It is used for radio direction finding. It is receive only, you cannot transmit through the array.

The 'ring' is only a parasitic reflector (no electrical connection). The antennas around the perimeter are switched one at a time around the array to simulate a 'rotating' antenna. The elements 'rotate' at an audio rate (like 200 to 1000 rotations per second). The sum of the rotating antennas is fed to an AM receiver and the resulting audio rate amplitude waveform is processed to show where the strongest signal level and weakest signal directions are. This is like a rotating yagi (beam) but instantaneous. You could key your radio for only a fraction of a second and they would have a fix on you.

I use a mobile version of a Wullenweber for my mobile RDF (only 5 small antennas though). It works very well.
