Is there a web site that lists/predicts how a solar cycle will take shape?

I apologize for my ignorance but are there predictable times when skip rolls the best? I have read previous posts on Copper about electrical storms, weather patterns, upper atmosphereic changes but if the weatherman can fairly predict the weather (sometimes, hahaha) can't a solar cycle be predicted?? It seems to be a crapshoot.

I shoot skip from VA to Texas, Oklahoma, GA (Southern Startes) etc., with no problem but anything West of Michigan w/o a beam I just don't get anything. I guess it's all jetstream affect?
