This Radio Like I said has no Rx, but it TXs just fine according to the locals. The meter swings good on Tx but nothing on RX. I can hook up another radio right next to it on the same channel and transmit and the meter does not move. Any suggestions would be helpful..

The one suggestion I know is the one you won't want to hear. It's a disposable radio. Deal with it.

On the other hand, if you have a junker radio that was made with the same circuit board, there is one "chronic" failure that might be the culprit in your radio. The junker is to serve as an "organ transplant donor".

With the radio upside-down, the covers off and the front panel facing you, look for L7, the metal 'can' about 7/16" square with a 3/16" dia. hole in the top, exposing a screw slot. The can will be marked "LA276", probably. L7 is closest to the front-right (your right) corner of the radio. It would probably take as long to explain how to 'test' L7 as to just (carefully) unsolder it, remove the replacement from the junk radio, and try it in yours.

The reason I keep referring to a junker as the source for the part is that you'll have a hard time finding a more convenient source. A couple of years ago I tried finding two new door-hinge bushings for my 1974 F-100. No dice, unless I wanted 100 or more of them. Tracking down just ONE of the LA-276 'can' might be easier, might not. Junkers are more plentiul, if you can catch them before the landfill does.

Thanks for that info. I did find a lose solder joint on the bottom of the board, and that took care of the it. I will keep your info in my notebook for future reference.
