i live in norfolk va.i have the naval base and naval air station about two miles behind me,and the norfolk naval shipyard about three miles north west of me.they ran a news story(with pictures)on the ten o'clock news on the ham operators in this area.the goverment has asked the hams in this area too be the emergency line of communication,in event of a communication breakdown (by terrorist attack)they showed hams working station and doing phone patches.(whow!! right in my area!!)i know that cb'ers and hams don't always get along, "BUT" !! i'am proud to know you hams on this forum,and you have my thanks !!! and i salute all of you!! thank you 505 around love country

I was commo in the army (68-70) and worked on tank/armor radios ( and a MOS of mine dector repair ) while stationed at Ft. Knox Ky. It is amazing to watch just how well the military can keep all members in touch out on the no-mans lands that our troops are out on right now .... heck LIVE photos from moving tanks! One thing that this country would have going is the fact We have FREEDOM to own radios there are millions out there its like guns how would a invaider stop us ? The restrictions put on all of us are for the most part to keep some order ..... they dont always work. Like most i enjoy my hobby and even had fun with it back in the army.... Any vietman tanker vets probly know the AN-GRC3 tank/RECON radios well part of that was the RT-70 and it tuned 6 meters ......Soooo i tuned one up to as close to 52.525 as it would go and gave a CQ! I got a responce from another tank a fellow ham .... where there is a will radio hobby guys will find a way...... Go USA and lets hope our guys come home safe soon.

Does anyone know any good frequencies to listen to like on shortwave and/or scanner for any of these emergency channels????

Per the FCC Rules and Regs even a non licensed person may operate on the ham bands. The practice is called 3rd party communications.....

So it is possible under certain circumstances for a non licensed person to legally transmit on the ham bands.

Sec. 97.115 Third party communications.

(a) An amateur station may transmit messages for a third party to:
(1) Any station within the jurisdiction of the United States.
(2) Any station within the jurisdiction of any foreign government
whose administration has made arrangements with the United States to
allow amateur stations to be used for transmitting international
communications on behalf of third parties. No station shall transmit
messages for a third party to any station within the jurisdiction of any
foreign government whose administration has not made such an
arrangement. This prohibition does not apply to a message for any third
party who is eligible to be a control operator of the station.
(b) The third party may participate in stating the message where:
(1) The control operator is present at the control point and is
continuously monitoring and supervising the third party's participation;
and
(2) The third party is not a prior amateur service licensee whose
license was revoked; suspended for less than the balance of the license
term and the suspension is still in effect; suspended for the balance of
the license term and relicensing has not taken place; or surrendered for
cancellation following notice of revocation, suspension or monetary
forfeiture proceedings. The third party may not be the subject of a
cease and desist order which relates to amateur service operation and
which is still in effect.
(c) At the end of an exchange of international third party
communications, the station must also transmit in the station
identification procedure the call sign of the station with which a third
party message was exchanged.

de, regarding your statement "...non licensed person may operate on the ham bands." That is not quite true.

The term you use "operate" implies control of the transmitter which is therefore not a third party function. Third party participants DO NOT operate, they "communicate" via an operator.

"Third party communications" refers to the practice of non-amateurs talking on an amateur radio while the licensed ham ("the control operator") is PRESENT!!! ( read carefully your above post of 47CFR97.115(b)(1) )

In general, A non-licensed person may never "control" the transmitter of any station in the amateur service for any reason!!!

In fact, to my knowledge the privilage of operating any transmitter in any licensed communications service is never authorized by FCC rules to anyone unless:
1. They are designated as the "control operator" by either "assigned license privilages" such as amateur radio, or;
2. The station owner (such as broadcast) where the owner is responsible for proper operation of the station, or;
3. Where the operator is transmitting on a paid-service (such as cellular phones) where the transmitters are considered licensed under the system license, or;
4. The person(s) are the authorized radio technician/engineer responsible for the technical operation of the station (and then the transmissions are limited to testing activities).

Nutshell...Operation of any transmitter by any unauthorized person(s) is illegal, Period!

STOP the stupid FCC reg quotes!! Operate the way you see fit !!!! I paid for my radios and I will run them on any freq and any mode !!!! Oh I fogot and any power I want!!!!

CORRECT the FCC has made it VERY plain if you need to use a radio to safe a life go do it ... THEN report it to them I dont know of any case where someone has done this and had any problems. Ham radio rules also state this all restrictions are out when it is THE ONLY way!
