I am using a cobra HT that Bruce kindly gave me and hooked it up to a 2-foot mag mount whip antenna. When I just use the rubber duck that came with the radio, the signal meter measures full strength when I transmit. However, when it is attached to my external antenna, it measures about half the signal strength.

What could be the problem? Is the meter not compatible with my antenna? Surely I am getting a better transmitt with my longer antenna. Any ideas?

Try this get a 50 ohm load you can make one from a carbon NOT wire resistors hook it up as a load and see what the meter reads chances are the meter will change with the load this is a very common thing and even my $1000 ham radio will do that! The output of the meter is taken by sampling power from the transmitter and this sample will change with the load
