Most people remove Q-32, which is the modulation limiter. Doing this will increase modulation on AM, but will destroy audio quality on SSB. It also disables VR-12 (SSB ALC) and variable power for SSB.

Make sure that Q-32 is has not been removed. If it has been removed, you will not have control of your SSB power of the front of your radio. If that's the case, replace it with a C945 transistor. They are easy to find since they are used in many different circuits. If you have a junk radio laying around, I'm sure you will find a few in there.

VR12- Sideband High Power (ALC).
