Try a different mike (Cobra, Uniden, Galaxy, etc).

check for a bad audio cap c-94 c-148 come to mind i remember fixing one years ago and if that cap is bad go from 10 volts to 16

does the rx meter show that the radio is rxing? if so have you tried and external spkr?? you may have trashed it by now, but if not this is something to look at.
