I have this ER Power supply and IT shorted out so All The Sudden it shows me about 19 volts on the meter and when i put a radio on it It drops the volts to 4 But the led's on the radio work but thats it. What could be the problem. Its like a copy of A Pyramid 10 amp constant power supply.

Try replacing the voltage regulator.

I agree with qxz...

It definately sounds like the voltage regulator.

AND while you are at it also check the diodes in the rectifer to make sure that all of them are functioning properly. Replace any faulty or even suspicious diodes.
