I ran into that very same problem the other day on a very old 23 channel Pace-144.

There is a variable resistor in your radio that will adjust the threshold of the squelch. I'm thinking it may be near the front of your PC board.

It just may need some cleaning with a good contact cleaner and possibily also the squelch control itself too.

If cleaning them doesn't help at all, try changing the varible resister in the radio. That's what I had to do on this old Pace-144 to get the squelch to work again. An easy fix.
