A pefect match is almost impossible so I would suspect that your meter is a little bit off however it is not uncommon for a radio to see a slightly higher SWR if you run your signal thru and amp.

I would first borrow another meter and verify that the Standing Wave is a perfect match without the amp.

Set you antenna for the lowest possible SWR without the amp turned on and then leave it alone. A 2.1 with the amp on is nothing to worry about.

What you could try however, is experimenting with a different length of coax between the radio and amp. And it won't hurt to see what your SWR is between the radio and amp.

When the amp is on, the radio looks at it as if your amp is an antenna.
