I am not clear on what you are asking. A modification for modulation, or modifying for 11 meters?
If you are referring to 11 meter modification it is listed on the Copper web site. Last I knew it was $30.00 for peak/tune and conversion but double check to be sure.
Another concern is, you mentioned President HR2510 opposed to the current name which is Lincoln. If your'e radio is pre-owned Copper may charge more or maybe not do used radios at all.
If you are considering buying a new one from Copper, now called the President Lincoln, I think they charge $30.00.
