what would cause a amp to put out enoughg r f engerey to light up the lights on a watt meter when the rhe meter lights are turned off

Well it could be a single problem or a host of problem's.

It could be Bad Coax or Jumper's (could be shorted) Bad PL259's Not soldered good, Amp and Radio Not Grounded well, Bad Amp or several more problem's.

Or a combination of more than one of the above.
