You are suppose to set the SWR with just the meter the radio and the antenna in line. With the RF power on the radio all the way up.

Set the SWR with amp off, you stand the chance of taking electronic components out if you don't.

Always with the lowest power that will read. Then bring power up and do a fine adjust.

If you're refering to using an antenna tuner it is possible and usually good practice to set it initially on receive by tuning for loudest signal or background noise. Now tune with lowest power and then with higher power. If done this way the last two should noly be a tweak and take a seconfd or two at the most. I've taught emergency service people to tune up this way for over 20 years and we have yet to lose a radio or antenna thru tuning incidents.

ALWAYS, ADJUST / SET SWR ON ANTENNA WITH AMPLIFIER OFF

ADJUST / SET with SWR METER BETWEEN RADIO AND ANTENNA.

POWER TURNED ALL THE WAY OPEN to START THEN DOUBLE CHECK WITH POWER ON LOW AFTER GETTING ANTENNA SWR SET.

CHECK SWR on:

CHANNEL #1
CHANNEL #20
CHANNEL #40

ADJUST / SET ANTENNA FOR LOWEST SWR ACROSS ALL THREE CHANNEL's.

Hope this help's.
