Would a Magnum S-9 need to be setup for an amp on the inside to get 2-2.5 watts or could the power be turned down low enough with the power switch on the outside of the radio.

If you plan to use the S-9 With an Amplifer YES!

Go to the Manufacturers Area and read what I posted Direct from the Owner Of MAGNUM International on using an Amplifier with the S-3 / S-45 or S-9 Radios.

And he also RECOMMNEDS that this be done by ONLY A QUALIFIED Tech.
