I am using an A99 at 55 feet on my tower, my question is i have a 6 element beam 5 feet below the A99 , the beam is horizontal , and i was wondering if the beam would act to some degree as a groung plane for the A99?

This is just my opinion, but I think it should help the A-99 somewhat. It should provide some groundplane qualities. How does it seem to be performing? Have you noticed any changes in the ears or transmit on the A-99 since you set it up like this? Does it do any differently in skip?

If it is a gamma fed beam then Yes, it will act like ground plane for the A99.

Its not so much ground effect that would concern me so much as the possibility that that it might increase your exposure to lightning strikes, not that a big beam is completely safe.

If I were you I would check out those lightning arrestors our good host sells.

I've run my Solorcon A99 both ways with and without a Ground Plain and I really don't get much difference, I called the Company and asked, he said to me just get rid of the Ground Plain and run it alone just the annenna, and run it about 9 to 15 above any roofline, Its a 18 foot 3 section antenna and I'm running mine about 30 total height, and I live in the Northern part of California near the Oregon Border and talk to people down in Mississippi and Montana, Daily.
