On the IMAX 2000 GPK I have read articles on bending or adjusting the GPK radials to 30 degrees. What is the procedure or easiest way to adjust these to 30 degrees.

I put the bracket in a vice. And using a protractor & wrench is how I bent mine.

Mount them in the bracket as usual. Just before you erect the antenna. With your strong hand, grasp the ground plane element about 6 inches from the base, and bend it up. Repeat for the other 3.
