i was just wondering can you mod a bc 245xlt to recieve cell phones?

Why? Almost all cellular is now digital modes like TDMA or CDMA. TDMA is a time divided formula that would mean hearing 8 or more conversations at once and mixed together if you would decode. CDMA is a spread spectrum formula that would require a scanner capable of changing frequency in the proper order at over 100 times per second.

I own test gear that can receive cellular and it's not as action packed as it was 10-15 years ago.
