Probably not. Most of the new ones are pretty limited. Search for scanner mods in the web and see if you can find any.

Any scanner/receiver made or sold in the United States after 1994 CAN NOT be modified to receive expanded frequencies. Check the FCC site for more info on this.

You don't need to modify most scanners for cell freqs. Just look for the "image" signals. Most come in just as good as the primary frequencys. If there's something specific you want to listen to you can still look for its "image".(harmonic)

BRUCE i agree "stupid law" but it's still kinda weird that you can still hear portable phones 42.000 MHZ to 50.000 MHZ oops I cannot tell a lie

There is also a "stupid Federal law" that covers these kind of freqs in the VHF low band.
