I have a small fm transmitter 10 watts. An amp for one of these runs about $3.00 per watt. Can a linear be modified (frequency)to run an fm radio station?

DEPENDS what frequency its on as for LINEAR FM does not require LINEAR its happy with almost any amp.

My guess is if you want to modify a 2 meter amp you can get it to work on 88 - 108 mhz.
