I have a SS3900EGHP, a TexasStar Modulator, and an old antenna very similar to the Maco V5000.
I am wondering what I should tune my radio's RF power to to get the best performance.

the TS modulator has 1-2sc2290 in it-an 80 watt transistor. the 3900HP is a bit too much for the amp, but if you're careful, you'll make it work.
as long as swr of antenna is less then 1.4:1, start with SSB-turn variable rf power to zero, & mic gain to zero. whistle or speak a steady tone into mic as you turn up mic gain-STOP when it swings to 80 watts on a PEP meter. for AM, start the same way at zero, but turn radio variable rf power up til amp dead keys 20 watts. then adjust mic gain til it swings to 80 on a PEP meter. always check amp for heat! if the amp has a variable power knob, ALWAYS leave it at FULL power....don't know why they put them things there, but when you turn THAT knob down, it eventually burns out the pot.
