no sound out of either speaker transmits and recieve fine

You know it receives by signals present on the meter and you have tested the transmit on a watt meter or by a radio check from somebodys distant station acknowledging you have output.
Wow that is really strange. The only things I could imagine that could be wrong is a mic problem
OR
a faulty external speaker jack that is cutting off the inside speaker and shorting out the power to the external
OR
before the external speaker jack a trace was shorted from sloppy soldering or perhaps an improperly installed talkback mod.
Does the PA work?
I would follow all the speaker wires and traces back until I found receive audio. Then go from there.
One other thing that just came to mind is the 148GTL itself. It is basically the new China made 148's that I have run across a few that did the same thing.
You turn on the volume/power knob only to find you have no receive audio. Turning the knob off and on a few times quickly will usually bring it back to normal. On my particular 148 it was actually off frequency during this major malfunction. The radio had never been modded.I returned it for a refund. I have a 148ST that does the same thing. Talked to several truck stop tech about and none wanted any part of it. Since mine goes off freq I think that it may have something to do with a bad batch of or installed mb8719 pll's.

An old trick that I use to see if there is a problem with the audio IC is when the radio is turned on just lightly touch the pins of the IC with your finger, if the IC is good you will usually get a hum or buzz in the speaker, works for me.
