VR12 will adjust modulation
VR11 will adjust AM power

put mic gain on front of radio FULL clockwise, then adjust VR12 to where locals tell you your audio is NOT muffled, overmodulated sounding, squealing, etc. both AM & SSB.
turn amp on with mic gain to ZERO, and key quickly. adjust vr11 til you get about 126-140 watts dead key from amp.
turn mic gain back up 3/4 of the way & you should see 400-500 watts PEP on AM.
should be same more or less on SSB, adjust mic gain up or down to satisfy locals.
mic gain will control PEP on SSB, so you probably shouldn't have to adjust vr8 on a stock jackson doing less then 25 watts. just don't forget to back down mic gain or it'll sound crappy. if backing down mic gain DOES sound bad on SSB, then adjust vr8 til SSB PEP shows around 15 watts.
