What kind of mods have to be made to get this to work on a washington?

No Mod's need to be made it just need's to be wired correctly.
Since you did not mention if your radio is a President or Uniden Washington radio below is the STOCK wiring for both Radio's.
"UNIDEN" Washington Stock wiring is:
Pin #1 ~ Shield / Ground
Pin #2 ~ Modulation
Pin #3 ~ TX = Transmit
Pin #4 ~ RX = Receive
"PRESIDENT" Washington (858) PLL Stock wiring is:
Pin #1 ~ Modulation
Pin #2 ~ Shield/Ground
Pin #3 ~ RX / Receive
Pin #4 ~ Switch
Pin #5 ~ TX ~ Transmit
