i have a tripp-lite pr-40 supply it has the 13.8 volts but will not take any load what so ever i can rec. on a radio but can not xmit was wondering if anyone knows what is wrong use to work great on my uniden grant lt

Sounds like you have one of several possible problems-

1. Bad regulator(s)
2. Leaky power supply caps
3. Open power supply caps
4. Bad transformer
5. Bad regulator board

the pass transistors on the back of the unit are bad. i bet
what don't kill you makes you stronger
