Pin#1 = Audio = White
Pin#2 = Ground = Shield & Blue
Pin#3 = TX = Red
Pin#4 = RX = Black

This is what I come up with too , which model of Astatic mic is it and have you had it from new ? The reason I ask this is because some people change the wiring inside the mic so that it can work with relay switched radios .

Why would somebody change the inside of the microphone to change it to relay switching when all you gotta do is separate the blue wire from the shield?

then the blue and red wires would be used to key the mic and the white and shield would provide the TX audio

Did the radio transmit using a different mic BEFORE wiring up the astatic?

I would think 1 of 3 most likely possibilities
Bad mic cord
bad mic switch
bad final

with a antenna or dummy load attached take a piece of wire and momentarily touch pins 2 & 3 together

If it keys up you know it's in the mic if not....

I wasn't referring to the Royce, I was referring to modifying the mic for relay switching in general vs plug wiring.

The Astatic mic shouldn't need to be modified for relay switching, just a simple change at the plug.

There are 2 different ways of wiring the mic for relay switching depending on the radio.

If a radios audio ground needs to be separate from keying ground separate the blue from the shield and hook up to their appropriate pins.

If they do not need to be separate lines, the blue and shield would probably stay together and most likely the rx line wouldn't be needed.

with no mic connected and touching pins 2 and 4 (You did have an antenna connected right? squelch down, volume up....)

you should hear something through the speaker.

do you see the receive needle moving around? If you see the needle moving with no audio, And you wired the radio according to the information you were given

Pin#1 = Audio = White
Pin#2 = Ground = Shield & Blue
Pin#3 = TX = Red
Pin#4 = RX = Black

And when you transmit you do not get any transmit audio (Meter doesn't swing while talking on transmit)I would start suspecting that it is not a Mic problem that there is a problem inside the radio. (Blown audio output).

Since we know that the radio will key up (Pins 2 & 3 shorted)

and you don't hear anything (with pins 2 & 4 shorted)
My money is on a bad radio

This

"well when I got done soldering the wires on the pins it was already keyed down but no audio"

kinda contradicts this

"well couldn't be audio output because I talked on it but no receive"

Now your starting to confuse me.

You may need to open the radio and see if the radio's microphone jack has been rewired.
