Did you tell your tech the problem, he need's to turn down the AM power and turn up SSB power that should fix your problem or you can do it your self, follow JESUS.

thanks i know the radio is dead keying 15 watts on am but on ssb is only pep at 8 watts. it will drive my amp that i use to 400 watts on am but on ssb it only drives the amp to 40 watts. could something else also be wrong.this guy keeps telling me it's my meter but i know other wise, just the amp situation tells the story as well

on am it dead keys 15 watts and maybe swings to 18 on SSb the radio only does 8 watts pep. it use to do 15 to 18 watts SSB and about 12 to 15 am. theres something really wrong, like when i trun on my amp on am the radio will drive it to 400 watts but on SSb it might do 45 watts and the relays go bonkers.

Sounds like your tech. tuned it on AM instead of SSB.
