Have you made sure the radio is not close to the antenna? Also how is your SWR ? is it high? Is the radio and antenna grounded with a good frame ground? Any and all the above can be the cause. I have seen some mic be the problem. Have you tried another mic?

I would try to flip each switch and each knob one at a time to see if it turns down or shuts off. I'm thinking someone might of installed talkback into the radio since it's acting like the talkback feature is installed.

Here's an artical of how to easliy install the feature in a few different ways. All you have to do is take the wires and/or parts out. If you have to remove the wires don't just clip wires and leave them hanging inside the radio as they could cause a short if they happen to touch something they aren't suppose to. So removing the wires completely is best.
When life hands you lemons find someone with volka.

A lot of time's for example when a radio is mod to have past 100 percent modulation or it has any of the problem's mentioned above it will cause a lot of RF feed back until you correct the problem's. Sometimes even turning the mic gain down solves the issue if it has above 100% modulation. Yes Talk back is a big problem also . Smitty is right. When it come to radio's you can not ever have enough ground's. Base or mobile.

another cause could be that there is a short or pinched speaker wire touching the chassis or ground of the radio. this can create a talkback feature, or if someone installed a resistor around the external speaker jack to ground to attached it to the PA jack. if so remove it!
