I did the power mods and peaked the board best I could do with the info I can find for it, there aren't very many adjustments to even peak anyhow, but no matter where I set the carrier, the modulation won't even get to 65% with a good power mike, only about 50% with the stock mike....any suggestions?

Modulation Limiter may be defeated buy cutting the land pattern from the electrolytic Cap C162 to the surface mounted transistor marked with "ASG" on its surface. DO NOT REMOVE THE TRANSISTOR.

I did that already, only helped a few percent, not a very nominal difference :(
