Is it possible to have an 11 meter base station that would give reliable communication to a mobile at 10 miles??

10 miles? No problem. You may however, find some areas that, due to terrain or buildings, etc. may have and adverse effect, but for the most part 10 miles should be no problem.

Depends? How far do you want to talk? Are you into SSB or DXing? How much $$$ are you willing to spend? Are there zoning or deed restraints regarding antennas? You want straight up CB capabilities or extra?

My need is to contact fleet drivers using a distribution center which is about 10 miles from my office. The more distance the better. I am not interested in DX contacts. SSB would be desirable. I have a 25 ft. tower to put an antenna on, and am not interested in more height. I need omni-directional capability.
I think some use freq's other than the standard 40, so a little extra might be worth having.
Of course $$$ are always a concern, but I do want a quality, reliable station.

Don,
If you already have at least a 6 amp, 12 volt power supply, you can pick up a Galaxy 949 or 959. Both are less than $170. Or if you want a little "more" try the higher end Galaxy mobiles or the Voyage VR9000 ($180). If you are looking for a base radio that has it's own power supply you may want to take a look at some of the Galaxy bases or the Galaxy Melaka ($199).
These radios still offer most of the bells and whistles of their more expensive counterparts.
An Antron 99 antenna or a Big Stick which are both decent omnidirectional CB base antennas for the money.
All in all, radio, coax, and antenna, you can get set up for less than $300.
