I don't have the channel (frequency) guide in front of me but, you will be missing any frequency that falls between channels 3-4, 7-8, 11-12, 15-16, and 19-20. These channels are 20Khz apart from one another. All the rest are 10Khz apart. This holds true for ANY CB radio including most (but not all) 10 Meter radios.

Getting the "extra" channels off of the PLL chip, yes, the bottom frequency will be 26.815. It wont go any further than that without adding crystals. You're not missing anything down there anyways unless your a hardcore A-M'er.

The crackling is probably dirty contacts on the volume switch. Trick 1 is to spin it up and down real fast several times. This sometimes helps clean it. If not, contact cleaner.
