If it's anything like my ICOM-735 and I believe it's much the same CPU in the radio. I can't say for sure as I would have to check with a very close Amateur Radio friend who has I believe 3 of the 730s, uses one in the car and another on base for a fourth or fifth back up radio on the HF ham bands.
Now the problem at hand, if it doesn't work on CB. Does the rest of the CPU work? (does the radio work on the ham bands)? If the rest of the radio works, I'll ask and see what I can find out for you. You might be looking at a costly repair job, like a new CPU.(CPU is also known as the PLL circuit).

The ICOM 735 is a simple clip one end of 2 diodes. Takes longer to take it apart and put it back together, than to do the conversion.
Have never really heard of a conversion setting a few months and then not working, I've searched for the mod. on the IC-730 and haven't yet found it. Have asked two people who have an ICOM and they both said it sounds like it hasn't been converted.
Some of the older models is a crystal change on the 10 meter band and the 730 could be one of them and has a bad crystal. I'll keep asking, to see what I can find out. I haven't yet talked to my friend who has two or three of the 730s. Maybe some of the other CEF members can help on the IC-730.
