I have read all the negatives about the firestik fs 99 add on to an Antron 99, so I bought one of each, the lowest SWR I could get with the tuning rings was 1.3 when I installed the Firestik fs 99 I lowered the SWR to 1.1 , basically the needle doesn't even hardly move, so does it "work" id have to say yes.....also I noticed a reduction in receive "noise" also I prefer it over the flip floppy supplied top section anyway....

A lower SWR does not exactly mean better antenna performance.

But, as long as you are happy, that is all that matters!

833 is correct. For example, DX contacts increase as the Angle of Radiation declines. That is to say: the angle at which your signal leaves your antenna as close as possible to being parallel with the earth surface. And in general a 5 degree up angle is awesome for DX communications. The up angle will probably never be perfectly parallel with the surface of the earth.

A good SWR is whatever makes your radio happy/perfect is not required and with some antennas perfect is not attainable.

And if you really want to be confounded a bit look up something called a "Cloud Warmer Antenna aka Near Vertical Incident Antenna.

Those ring's are more for your frequency or should I say band adjustment for example 10 meter 12 meter band or CB band 11 meter's. 833 is always right. I never use the ring's for SWR. Just for the band's as I had described. Now if you have it adjusted more for the higher or the lower frequencies or band's as I had said earlier , being not tuned correctly for those frequencies your receive will appear to be quieter . Also your performance will not be a well as for the out of area frequencies you have it set for at this time. I hope this will help you. I have tried to explain it as well as I could. HAVE A BLESSED DAY
