The KL400 says its a HF amp. The manual states its 2 through 21 mhz. Will it need to modified to run in 27 mhz?

YES, it can.

Look to the left of the forum here and you will see:

Tools
Mic. Wiring
Frequency Chart
CB & Ham Lingo
Modification List


Click on Modification List and then scroll down until you see KLV.

Then in the right box Scroll down until you see 400.
