I have a 40 meter dipole center fed with a 1:1 balun. It hooks via coax to a MFJ 949E versa tuner II.

As expected it works fine on 40 meters without the tuner doing 100 watts with average SWR 1:2. When I go to to the other bands I can tune the SWR no higher than 1:5 on any band but the wattage will not go over 15 watts. When I go through the tuner on 40 meters it still does 100 watts. Other bands are the problems.

The dipole is made of copper clad wire 65 feet 10 inches on each side. Is elevated approximately 35-40 feet. Thank you all who help.

Yep antennas can be a pain as for yours it should do well on 15 meters too
Now i have a DX-CC which uses 3 antennas feed from the same feed point ohw ever it realy only works well on a small part of 75, 40 and 15 and is useless on 17, 12 and 10.
Antenna tuners only can tune a givin range and if your antenna is outside that they go bonkers.

You might try adding a 20 meter dipole feed from the same feed like mine and see if it helps
