I would like to know which cans you can adjust in these radios to increase Transmit output and also Modulation output.

Look to the LEFT of the forum here and you will see:

Tools
Mic. Wiring
Frequency Chart
Modification List

Click on: Modification List

Then type in: Cobra 142GTL or

If your Washington is the Uniden Washington with the 8719 PLL, type in Uniden Washington.

If your Washington is the President Washington with the 858 PLL, type in: President Washington.
