OK how did you test the receive on it ? Also I had someone come to me with a President Madison that had the clarifier unlocked and the slide range increased but they did not leave any resistance in the circuit the simply just removed a resistor and jumped where the resistor was with wire the end result was that it killed the voltage regulator thus killing the VCO ending up with no RX/TX , do you have a frequency counter to see what frequency if any readings you are gettin ??

Do you not hear anything at all? Can you see the s-meter swinging over like it's working but no sound on RX?
No TX...can you key and see a carrier but have no outgoing modulation / forward swing?
If both answers are YES then look into the audio transistor.

$5 Philly 148? I'd pay $50 to have it fixed.
If its in otherwise VERY nice condition...I'd pay more.
Just my $.02

Hmmmm only paid a fiver. I'd toss it over the shoulder, but that's just me. Then again keep it for spares and get another one that actually works off the internet or wherever. Then you have a faceplate, knobs, covers etc. as replacements. Got a couple of "no goers" Myself for that same reason.
