I was given 2 8volt batteries hooked in series thus givig 16volt. How can i reduce the voltage to 13 volts? A resistor? What value?

NO do not use just a resistor. Use a properly designed voltage regulator. Several designs have appears in most electronics magazines, but if you post the current required I'll see what I have in my circuits that would be suitable.

I need to reduce it to between 12v and 14v anywhere in that range is OK!
