Im thinking about getting a HAM license & im wondering if there is a BEAM that I can use for CB & Ham. Anyone?

YES most 3 elm CB beams if you tune them for the high end of CB will work into the LOW end of the 19 meter band . The other trick would be to buy a beam with both horizontal and vertical and set the vertical elm to CB and horizontal ones to 28.400 .....

Mind you, although Bruce is correct, you will lose some gain and directionality by stretching the bandwidth of an antenna designed for a certain band and badnwidth.

So, would you suggest getting two different antennas? I have been thinking about (for CB use) Maco 3 element beam or the Y-Quad. If I did that, what should I get for HAM use? Just starting out on HAM I would want something inexpensive as possible.

check out the Maco m-103hv,It can be set for both 10 and 11 meter use.

If all you want is 10 and 11,then the m-103hv is what I would suggest.Set up horz for 10 and vert for 11.But if you want to upgrade quickly to general,then maybe a tribander might be better.You can use a tuner to give you 11 meter use.
