are you trying to do something is it already pulled? more info would be nice. you might lift a leg to see what it does if not. or put it back in place if it is lifted. someone may have been looking for the AM limiter.
R276 is the AM limiter for the 69600 boards

I received this radio from copper electronics with this disabled and it does not seem to do a thing. I hooked up a switch to it and I put it in and out of line and I cannot see any difference to anything.

that resistor is in the swr circuit. have you checked to see if the swr warning or the swr adjust is working with it out of system? with it in or out of circuit will the ALC adjustment work for sideband. this will help you verify if the limiter for ssb was pulled.
personally I would not pull the limiter for SSB since it will cause the radio to sound bad. you can get away with it on AM since it does not hurt the audio on AM as bad. ssb works different than AM.
