I recently aquired this radio. It worked as it should at first. Then recieve went out. Appeared that the PLL circuit not locking in. Radio would transmit but way off frequency and could not change frequency with channel selector. Checked the voltage at TP-11. Showed 0.486VDC. The voltage at TP-10 was 5.00VDC. I adjusted L-13 several times but could not reach no more than 0.543VDC. After adjusting L-13 several times the voltage suddenly came up to 3.687VDC. Could not adjust voltage at TP-11 not more than 3.687VDC.Radio worked at that time. I turned radio off then back on then voltage was back at 0.486VDC at TP-11. I have checked all solder connections. Any ideas as to what's going on and what i should check.
