That is kind of a general area and could be one of about 10,000 things however...In this order...10.240 Crystal , PLL , Loop Filter , VCO , VCO Oscillator , VCO Power Supply , VCO Current Limit Resistor , Shorted PLL Voltage Supply , No PLL Supply , Power Supply , Radio....

there is q-302 and q-303 someone has messed with q-302 is a small transister like a switching transister and q-303 someone put a 2166. do you know what they are suposed to be
