a lot of things most common is a lack of drive to the final and unstable voltages ( PS ) i had a old 6 meter am unit that went DOWN in power when it was modulated it turned out to be a bad driver tube hit it hard it went SEE YA!

I have a high drive box , and unless I give the right amount of drive wattage ... it does the same thing ! But w/ var. power on my Ranger I just turn it up & reset my meter & the SWR has dropped back to norm. !
Must be the way the box was tuned from the factory ???
