just picked up a used galaxy 99 its tuned and peaked Ive gotten several "radio checks" everyone said it sounds loud and clear but when i turn on the radio the meter goes and stays on 10 without keying up and when I keyup it goes to 20-25 if it matters it has a roadking 56 on it thanks

Sounds like someone may have misadjusted the S meter and the RF meter on your 99. Here's the adjustments...

VR1 -- AM S Meter
VR2 -- SSB RF Meter
VR8 -- AM RF Meter
