frequencys off like regular 19 is low side like 24.355 or something like that. all screwed up.have any ideals thanks

Most likely one of the mixer stages and/or oscillators are not running. 27.185 minus 7.8 Mhz comes out to 19.385 , What is the exact frequency you see?

the freq counter here adds 10.695 to the actual vco freq to get the displayed output freq. so whatever you have displayed, subtract 10.695 to see where the vco is running.

also if the radio seems to tx and rx on freq, then the counter most likely is to blame (adding less than 10.695 to vco freq - in your case anyway).

but if the radio does not tx or rx at all, it sounds like the vco is free running from one of the reasons mentioned above. if this is the case, the freq counter will show the same freq no matter what channel/freq that you are on. the best thing to do is to push on the pc board around the pll and all xtals. watch the counter while doing this, and if there is a bad/cold solder connection, the freq counter will jump to the correct freq. cold solder joints are the most common reason for this in these radios.
