1) Remove the covers to gain access to the meter.
2) Using an Exacto Knife , pierce the tape that covers the set screw on the rear top of the meter.
3) Using an Exacto Knife , scratch off the lock-tite surrounding the set screw (you must do this or it will
strip when you turn it).
4) Rock the set screw back an forth with a tiny screwdriver , NO MORE THAN 1/2 TURN either way.
5) Try it out , it should work.

307, this is good advise. Let me suggest something that should be checked first.

Most of the meters I have checked out have the needle modual and magnets set into the housing and attached with some adhesive. This glue can let loose with modest handling. The meter can drop down, so as not to notice, but enough to place some resistance by touching and the meter will not deflect properly.

Check the meter module and make sure it is not loose in the housing.

thank`s, i tried it, but to no avail. it moved , then got stuck again beyond hope. i put a different meter in it from an old cobra 89 and she works fine. appreciate the help tho....lol
